The Host is the only one who can initiate the meeting.  You should understand the three user levels in Adobe Connect: Host, Presenter, and Participant.  As Host, you will be controlling who can do what in your meeting.  Take a look at Breeze at UCD for ANR to understand what the differences are in Adobe Connect users.
